Summary

Caption: Enterprise Fund money for grocery grants. Bill: also exempts them from several Enterprise Fund rules.

The bill creates a state grant program, run by the governor's economic development office, that pays businesses to open grocery stores in low-income areas far from a grocery store. It lets the office pay for these grants with Texas Enterprise Fund money and other state funds, and grant recipients must offer health insurance, pay at least the county average wage, and repay the grant if the store closes within four years. It also exempts these grants from several existing Enterprise Fund rules and cuts the public report on them to just the amount and the recipient of each grant.

(b) The office may use any available revenue, including

legislative appropriations, appropriation transfers from the

trusteed programs within the office of the governor, including

authorized appropriations from the Texas Enterprise Fund, and any

other statutorily authorized and appropriate funding sources

transferred from the trusteed programs within the office of the

governor, for the purposes of this subchapter.

Sec. 481.703. ELIGIBILITY FOR GRANT. To be eligible to

receive a grant under this subchapter, a business entity must:
