Summary

No construction in 50 years? Off the plan forever, water rights excepted.

The bill orders the Texas Water Development Board to strike a proposed reservoir site from the state water plan if construction has not started within 50 years of the site first appearing in any version of the plan. Once removed, the site can never be put back into a later plan. This touches landowners and communities sitting on long-stalled reservoir sites, and the water suppliers who hoped to build there, except for sites that already received a water right on or before September 1, 2025.
