Summary
Helped write the plan or feasibility study? You can’t build it.
The bill bars any engineering firm that was hired to help write the state water plan, an approved regional water plan, or a feasibility study for a project in those plans from taking part in building a reservoir under this section of the Water Code. It touches engineering firms that do water planning work for the state and regional planning groups, and the agencies that pick contractors for reservoir construction. On the ground, the firms that plan and study a reservoir can no longer also win the work of building it, starting September 1, 2025.
