Summary

And a long list joins the terrorism offense.

The bill widens the state firearm smuggling offense so it also covers ammunition, and it adds a long list of existing offenses to the state terrorism offense. It touches people who repeatedly move or transfer, or are paid to move or transfer, guns or ammunition they know were illegally acquired, and people who commit listed offenses such as murder, trespass, arson-type damage or weapons violations with intent to intimidate the public or coerce government. On the ground, prosecutors get a smuggling charge for ammunition and a terrorism charge for many more underlying offenses, starting September 1, 2025.

Fiscal note · version E · May 21, 2025

Expanding the conduct constituting an offense may result in increased demands upon state correctional resources due to a possible increase in the number of individuals placed under supervision in the community or sentenced to a term of confinement. The fiscal implications of the bill cannot be determined due to the lack of data to estimate the prevalence of conduct outlined in the bill's provisions that would be subject to criminal penalties.
