Summary

Social Security numbers and birth parents’ identities get redacted.

The bill changes what prospective adoptive parents can see about a child's history before adopting, opening confidential records to them while requiring redaction of Social Security numbers and the identities of birth parents, siblings adopted elsewhere, their adoptive parents, and people who reported abuse. It touches the state child welfare department, licensed child-placing agencies, other people placing children, and families seeking to adopt. Adoptive parents must sign a nondisclosure agreement before seeing confidential records, placers must hand over requested information within 90 days, and the department must send its portion of the child's history report to the placing agency within 30 days after adoption is added to the child's plan.
