Summary

Chapters 142, 143 and 174 petitions, like civil service or bargaining.

The bill bars Texas cities from adopting or enforcing any charter rule, ordinance or policy that stops police or fire department employees from circulating or signing petitions authorized under the state's police and fire employment chapters (Chapters 142, 143 and 174). It touches city governments and their police officers and firefighters. On the ground, city employees in those departments can push and sign petitions on things like civil service adoption or collective bargaining without facing a local ban, starting immediately or September 1, 2025.
