Summary
Tied to a specific improvement.
The bill lets a person who buys the rights of a construction worker, contractor, or supplier become a beneficiary of construction trust funds tied to a specific improvement. It limits those assignments: they count only if made in writing after the buyer has actually paid the beneficiary, are not part of the construction contract, and the buyer is already a beneficiary, trustee, or property owner on that project. Contractors, subcontractors, suppliers, and owners on Texas construction jobs get a defined path to transfer unpaid trust-fund claims, while outside third-party claim buyers cannot enforce such assignments.
