Summary

Operators who restored their old site within 180 days go first.

The bill tells the state environmental commission to move certain permit applications for rock or concrete crushing facilities to the front of the line. It applies to operators who have held this kind of standard permit before and who restored the land at their old site within 180 days after that site stopped operating. Starting September 1, 2025, those operators get their applications processed first, and everyone else waits behind them.
