Summary

Existing districts remain valid. Pending petitions follow the law in effect when filed.

The bill ends the power of the Texas Commission on Environmental Quality to create or approve municipal utility districts, management districts, water improvement districts, water control districts, master districts and subdistricts by its own order, starting September 1, 2025. It touches developers and landowners who petition the state to form these districts, the commission itself, and county commissioners courts, which also lose their power to create multi-county districts under Chapter 55. After the effective date, new districts of these kinds can no longer be formed through the commission's order route, while petitions already pending stay under the old law and districts already created stay valid.
