The pass skips the regular entry line at the State Capitol.
The bill changes who can get a Capitol access pass, which lets holders skip the regular entry line at the State Capitol. Today a person must meet the handgun carry license eligibility rules, minus the shooting-proficiency proof. The bill adds a second path for people disqualified by a past conviction: the Department of Public Safety must set rules that weigh how long ago the conviction was and the applicant's evidence of good standing in the community.
