Summary

The power expires September 1, 2025.

This bill ends the general power of a Texas city to pull land out of an emergency services district and become the only emergency provider there, with that power expiring September 1, 2025. It touches cities, emergency services districts, and the people living in areas a city annexes, while keeping removal rules alive for three districts governed by their own local laws and for areas covered by certain city-district partnership deals on fire-fighting. On the ground, most land a city annexes would stay inside its emergency services district instead of being split off, and one related section of the Health and Safety Code is repealed outright.
