The exception for U.S. citizens and permanent residents covers only individuals, so a company majority-owned by a U.S. citizen who also holds Chinese, Iranian, North Korean or Russian citizenship still appears to be covered. That reaches past the aliens the caption names.

Summary

U.S. citizens are exempt, but only as individuals. Land bought anyway? The text sets no penalty.

The bill bars the governments of China, Iran, North Korea and Russia, companies tied to those countries, and citizens of those countries from buying or otherwise acquiring title to land in Texas. It also bars state agencies and local governments from signing contracts paid with public money with those same governments, companies and individuals, while exempting U.S. citizens and lawful permanent residents, including dual citizens. It applies to purchases and contracts made on or after September 1, 2025, but the text sets no penalty, divestiture or enforcement process for a prohibited land purchase.
