Summary
A first for private colleges. Same rules public university charters follow now.
The bill lets the education commissioner grant open-enrollment charter school charters to any public institution of higher education and, for the first time, to private or independent colleges and universities. It touches private colleges, public colleges of all kinds, and the students and taxpayers who fund charter schools. On the ground, private institutions could run state-chartered public charter schools on their campus or in their home county, under the same faculty-supervision and goal-setting rules that now apply to public university charters.
