THE TEXT
“located in a county with a population of more than 90,000;”
Bill text, introduced version (I)
A county population floor combined with a short distance from the Arkansas border points this route rule at only a handful of places, perhaps one, near that border. The caption reads as a general permit change and never mentions the border area. The bracket is existing law that the bill keeps, so confidence is moderate.

relating to a permit authorizing the movement of certain vehicles transporting an intermodal shipping container.
Caption from analyzed text · version I.
Summary
The permit zone grows from 5 to 30 miles. Counties over 90,000 people only.
The bill widens the area where trucks hauling intermodal shipping containers under a special state permit may travel, from 5 miles to 30 miles from the Texas-Arkansas border. It touches trucking companies that hold this permit and the state transportation department that sets their routes. The permitted trucks can now run on state highways up to 30 miles inland, but still only in a county with more than 90,000 people.
