Summary

No higher state-to-federal match than Prairie View A&M gets.

The bill bars Texas A&M University from using state money for farm research and extension programs as matching funds for federal grants at a higher state-to-federal ratio than Prairie View A&M University gets for the same purpose. It touches Texas A&M, Prairie View A&M, and the state matching money behind their federal agricultural grants. Each two-year budget cycle, Texas A&M's state match is capped at Prairie View A&M's ratio, so the state either has to raise Prairie View's match or hold Texas A&M's match down.

A BILL TO BE ENTITLED

AN ACT

relating to funding for agricultural research and programs at Texas

A&M University and Prairie View A&M University.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Subchapter B, Chapter 86, Education Code, is

amended by adding Section 86.25 to read as follows:

Sec. 86.25. USE OF MONEY FOR AGRICULTURE PROGRAMS. To

provide equity in the receipt of federal grants to support

agricultural research and extension programs at this state's land

grant universities, Texas A&M University may not use money

appropriated to the university for agricultural research and

programs that qualifies as state matching funding for federal

grants that support those programs at a ratio of state money

appropriated to federal money granted for those programs for a

state fiscal biennium that exceeds the ratio of state money

appropriated to federal money granted for those programs to Prairie

View A&M University for the same purpose for that biennium.

SECTION 2. This Act takes effect September 1, 2025.
