relating to security deposits collected by a municipal utility district.

Summary
Charges come from the responsible person’s deposit only.
The bill limits how a municipal utility district can use security deposits when it collects separate deposits from both a landlord and that landlord's tenant. The district may take damages and charges only out of the deposit of the person directly responsible for them. This stops a district from drawing down a tenant's deposit for a landlord's bills, or a landlord's deposit for a tenant's bills, starting immediately or on September 1, 2025.
