Summary

No course, no vote. The comptroller sets it.

The bill bars a person from serving as a voting member of an appraisal district board unless the person has finished a training course of at least 10 hours set by the comptroller. The course must cover the district's finances and budgeting, how the budget is split among the taxing units in the district, and how the district values taxable property. The comptroller must write the curriculum by January 1, 2026; the rule covers directors whose terms begin on or after that date, and interim or temporary members get up to one year to finish.
