Summary

The entity ends the deal, the entity loses the tolls.

The bill says that when a toll project entity ends a comprehensive development agreement with a private partner, that entity may not charge tolls on any part of the project the agreement covered. It touches toll project entities, such as the state transportation department and local toll authorities, and drivers on highways built under those agreements. On the ground, a terminated private toll deal would turn that road into a free road instead of letting the public entity keep collecting the tolls.
