Summary

Short-barrel rifles and shotguns leave the Texas Penal Code list.

This bill takes short-barrel firearms off the Texas Penal Code list of banned weapons and repeals the state definition of a short-barrel firearm. It touches anyone in Texas who owns, makes, moves, repairs or sells a short-barrel rifle or shotgun, and it also strikes a related affirmative defense that is no longer needed. Starting September 1, 2025, having or dealing in a short-barrel firearm would no longer be a state offense, whether or not the item is federally registered, while machine guns and explosive weapons stay on the list.
