Summary

Oil and gas shares shrink. Neighboring counties’ producing wells get two new shares.

The bill changes the formula the state uses to split transportation infrastructure fund grants among counties. It lowers the shares tied to oil and gas production taxes, horizontal well completions and vertical well completions, and adds two new shares based on regularly producing wells in neighboring counties. Counties that sit next to heavy oil and gas production but have less drilling of their own would get a bigger cut of road grant money starting September 1, 2025.
