Summary

Homeowners get a board vote on a new timeline.

The bill changes when developers must give homeowners a vote on the board of a property owners' association that the developer still controls. It adds a new rule that owners elect at least one board member within 120 days after half the lots are sold, and it cuts the fallback deadline for owners to elect one-third of the board from ten years to five years when the declaration does not list a lot count. These rules apply to all such declarations, old and new, starting September 1, 2025, so homeowners in developer-run subdivisions get a seat at the table sooner.
