Summary

TEA and the State Board of Education can’t add homeschool regulation.

The bill bars the Texas Education Agency, the State Board of Education, and public educational institutions from making any rule that increases regulation of homeschool programs. It touches families who homeschool and the state education bodies that write rules. On the ground, these bodies cannot add new rule-based requirements on homeschoolers starting with the 2025-2026 school year, though rules already on the books and laws passed by the Legislature are not affected.
