Summary

Prosecutors pick any victim’s county, not only where it happened.

The bill lets prosecutors bring a case for fraudulent use or possession of credit or debit card information in the county where any victim lives, not only where the act happened. It also adds that offense to an existing evidence rule in the Code of Criminal Procedure that already covers forgery, card abuse and identity-information fraud. People accused under that Penal Code section, and the victims and prosecutors in their home counties, are affected starting with cases that begin on or after September 1, 2025.
