Summary

Threshold drops from 1.3 million people to 500,000.

This bill lowers the population thresholds that let a county commissioners court regulate roadside vendors, structures they put up, and people asking for money on public roads, road rights-of-way, and parking lots outside city limits. It extends that power from counties over 1.3 million people to counties over 500,000, and for border counties from over 870,000 to over 200,000. Border counties also lose the old limit that confined their roadside rules to roads with a speed limit of 40 miles per hour or faster, though they still cannot ban livestock sales.
