THE TEXT

“The department may administer a youth and young adult”…

Bill text, introduced version (I)

Every operative verb in the bill is "may": the department may administer the program, may adopt rules and may use any available money. No clause requires the program to exist, sets a deadline or appropriates money, so the department can choose never to start it.

Summary

The department may run it, may write rules, may use money. Nothing requires it to exist!

The bill lets the Texas Department of Housing and Community Affairs run a grant program for homeless youth and for young adults, defined as people 18 years of age or older but younger than 26. The program could pay to build, develop or buy housing for them and could send money to local providers of programs that prevent and end homelessness. Nothing is required: the department may run the program, may write rules and may use any available money, including transfers from trusteed programs in the governor's office, but the bill itself appropriates nothing and sets no deadline.
