Summary

No permit, no limits, no meters. Same deal small household and farm wells already get.

The bill adds public water supply wells to the list of wells whose groundwater pumping the Hays Trinity Groundwater Conservation District may not regulate, permit, or meter. It touches public water suppliers that pump from wells in that district, and the district itself, which loses authority over those wells. Starting September 1, 2025, those public supply wells can pump without a district permit, limits, or meters, like small household wells and farm and ranch wells already can.
