Only an electric vehicle actually charging gets a pass.
The bill adds electric vehicle charging spaces to the state list of places where a driver may not stop, stand, or park. It touches every driver in Texas, and it gives a pass only to an electric vehicle whose operator is actually charging it. Starting September 1, 2025, parking a gas car in a clearly marked charging spot, or leaving an electric car there without charging, breaks the state parking rules.
