Summary

No payment plan in writing? The association can say no.

This bill adds a rule to the Texas law governing property owners' associations saying an association does not have to accept a partial payment from a homeowner on any amount owed. The only exception is when the homeowner and the association have a payment plan or other written agreement in which the association agrees to take partial payments. On the ground, a homeowner who sends less than the full balance can have that payment refused unless a written deal is in place, starting September 1, 2025.
