Summary

Electricity and cloud computing services count as personal property now.

The bill widens what counts as "personal property" that Texas local governments can buy or acquire under the Local Government Code's personal property contracting rules. It now explicitly covers consultation, assistance, and labor tied to installing or using that property, and it adds electricity and cloud computing services. Starting September 1, 2025, cities, counties, and other local bodies can use these existing contracting powers to buy power, cloud services, and related consulting as if they were equipment purchases.
