Summary

Extra money for schools outside the state plan, after the November 2026 election.

The bill lets school districts and charter schools that left the state's group health plan for school employees between September 1, 2021, and September 1, 2023, rejoin before the usual five-year lockout ends, and that window closes in 2030. Starting September 1, 2027, it also gives extra state money to districts and charter schools that stay out of the state plan, using a per-employee formula based on what the state budget gives the Teacher Retirement System for active school employee health care. That extra money can be spent only on employer contributions to employee health coverage, so non-participating schools get a new funding stream but must wait two years for it.

Fiscal note · version H · April 23, 2025

The fiscal implications to the Foundation School Program for additional state aid for certain group health coverage could not be determined as the cost would be dependent on future legislative appropriations that are not statutorily required. There would be no significant fiscal impact to the Teacher Retirement System (TRS)-ActiveCare program.
