Summary
Cities may let neighbors file to stop a nonconforming use next door.
The bill says Texas zoning law does not stop a city from letting its residents or property owners file an application to end a nonconforming use of a property. It touches cities, residents and landowners who want a grandfathered use next door stopped, and owners whose property has such a use. On the ground, cities may set up or keep a process for these applications, and the rule covers city measures adopted before or after September 1, 2025.
