Summary

Spend $3.5M in Texas, get 30 percent of non-wage spending plus 30 percent of resident wages.

The bill sets a minimum grant for large film, TV, visual effects and video game projects under the state's moving image incentive program. Projects that spend at least $3.5 million in Texas would get a grant of at least 30 percent of their in-state spending, not counting wages, plus 30 percent of wages paid to Texas residents working in Texas. That raises the floor on state payouts to big productions starting September 1, 2025.
