The only action step is permissive. The department may get the land but is not required to, and the bill sets no deadline and gives no money. The condemnation power is a real authority, which keeps confidence low.
No land, no park. The department “may” acquire it, by purchase, gift, lease or condemnation.
The bill creates a new state park named for the Julia C. Hester House, run by the Texas Parks and Wildlife Department. It covers the undeveloped land next to the Julia C. Hester House settlement house and community center in Houston, and it lets the department get that land by purchase, gift, lease or condemnation. The park only legally exists once the department finishes acquiring all of that land, and the bill sets no deadline and provides no money to do it.
