Summary

The disclosure rule now overrides a second secrecy exception.

The bill widens an existing rule that lets the public see certain police and prosecutor records when the case never ended in a conviction. Today that rule overrides only one secrecy exception, and the bill extends it to a second exception covering internal law enforcement and prosecutor records and notations. Those records become open when a person described in them, other than a peace officer, is dead or incapacitated, or when every living person described consents, for requests received on or after September 1, 2025.
