Summary

The 501-resident floor goes. Even towns under 501 can change.

The bill removes the 501-resident floor that now limits which small general-law towns may switch to the Type C form of town government. Type A towns with 4,999 or fewer residents and Type B towns with 999 or fewer residents, including the very smallest towns under 501 people, could choose to change. Tiny towns that were shut out of the Type C option before would now have it, starting immediately with a two-thirds vote or September 1, 2025.
