Summary

No gifts, leases, purchases or eminent domain beyond county lines.

The bill bars cities, counties, districts and other local governments from getting land outside the county or counties where they sit. The ban covers every way of getting land, including gift, inheritance, lease, purchase and eminent domain, unless another law says otherwise. Starting September 1, 2025, a local government that wants land beyond its home county would need separate legal authority to take or buy it.
