relating to municipal and county regulation of certain wind and solar power facilities.

Summary

Cities and counties must pass the ban by October 1, 2025. Projects already under construction stay.

The bill orders every Texas city and county to ban new wind or solar power plants built to sell power wholesale within 500 yards of land owned by someone else, unless each neighboring owner gives written consent. It touches wind and solar developers, the landowners who host them, their neighbors, and the cities and counties that must pass the ban by October 1, 2025. On the ground, commercial wind and solar projects need signed consent from every nearby owner or must keep a 500-yard buffer from property lines, while facilities already under construction are not forced out.
