Summary

1 cent per barrel from the same district, 10 cents from elsewhere. Research gets the money.

The bill requires anyone running a well that disposes of oil and gas waste to report daily to the Railroad Commission how much produced water went down the well and what the surface injection pressure was. It also charges disposal well operators a per-barrel fee: one cent if the waste came from the same commission district and ten cents if it was produced in another district. The money goes into a new state account that the commission can spend only on research into reusing produced water and into cleaning up and plugging abandoned wells.
