Summary

Lose students to an education savings account? Keep the local tax money.

This bill lets a school district skip recapture, the rule that makes property-wealthy districts send part of their local school tax money back into the state system, in any year its enrollment drops because students left for an education savings account or similar voucher-style program. It touches property-wealthy school districts that would otherwise owe recapture and that lose students to programs paying state money for private schooling. Those districts would keep local tax revenue they now have to give up, starting September 1, 2025.
