Summary

Count by hand all you want. The ballots still scan.

The bill requires that any county counting its paper ballots by hand must still print ballots that a vote-scanning machine can read and process. It touches county election offices that choose to hand count. On the ground, hand-count counties cannot use ballot designs that machines cannot scan, starting September 1, 2025.
