Summary

Plans pay for therapy that slows decline, not just improvement.

The bill requires health plans that cover inpatient physical therapy to also pay for medically necessary therapy that maintains a patient's existing function or slows its decline, not just therapy that improves it. It reaches a wide range of plans, including private insurers, HMOs, Medicaid, CHIP, school district plans and county employee plans, and it updates the state's legal definition of physical therapy to include maintaining function and slowing decline. In practice, a plan can no longer deny therapy for a patient, such as a stroke survivor, on the ground that the patient is not expected to improve, starting with plans issued or renewed on or after January 1, 2026.
