Summary

Detachable magazine, over .22 caliber. State jail felony.

The bill makes it an offense to sell, rent, lease, or give a semiautomatic rifle that takes a detachable magazine and is larger than .22 caliber to anyone under 21, and makes that offense a state jail felony. It touches gun sellers, private owners, and adults aged 18 to 20, but exempts peace officers, current and honorably discharged military members, and temporary loans for supervised use, hunting, sport, recreation, shooting ranges, or competitions. Starting September 1, 2025, a person who transfers one of these rifles to an 18-to-20-year-old outside those exceptions could face a felony charge, while the old under-18 rules stay in place for other weapons.
