Caption from analyzed text · version I.

Summary

The Public Utility Commission studies how slow co-ops approve attachments.

The bill orders the Public Utility Commission to study how state and local pole attachment rules affect the spread of broadband service. It touches the commission, the Texas Broadband Development Office, electric cooperatives and broadband providers, with a focus on how long co-ops take to approve new attachments and how obsolete or obstructing poles get moved. Nothing changes on the ground beyond two reports to legislative committees, one due February 15, 2026 and a final one due December 1, 2026, before the law expires at the end of 2026.

The only operative duty is a study and reports; no pole attachment rule changes, and any action waits on the findings.
