…“the provision of additional security and sanitation services for homeless individuals in areas for which a public improvement district has been created”…
The caption pitches 'services for homeless individuals,' but the grants pay only for security and sanitation in improvement district areas. That reads more like cleanup and policing of those districts than help for homeless people.
A numeric threshold limits eligibility to counties with large unsheltered counts. The caption reads as a general state program and does not mention this limit.
DPS money for improvement districts, and only where the unsheltered count tops 500.
The bill orders the Department of Public Safety to set up a grant program that pays for extra security and sanitation services tied to homeless individuals in areas covered by a public improvement district. Only cities and counties that created such a district can apply, and only if the district sits in a county with more than 500 unsheltered homeless people in the latest point-in-time count. State money would flow to these districts for security and cleanup work once the Public Safety Commission writes rules by January 1, 2026.
