Summary

Every comment gets a response, relevant or not.

The bill requires the TCEQ executive director to respond to every public comment filed on a permit's preliminary decision, not just comments the agency deems relevant and material. It touches permit applicants, people who comment on TCEQ permits, and the agency staff who must write responses. The commission must also consider all public comments when it decides an application, starting with applications filed on or after September 1, 2025.
