Summary

Health notation can show those words or a DPS-approved symbol.

The bill lets a person who already elects a health condition or disability notation on a Texas driver's license or ID card choose to show it as the words "COMMUNICATION IMPEDIMENT" or as another symbol the Department of Public Safety approves by rule. It touches Texans with conditions that make communication hard and the department that issues licenses and ID cards. On the ground, those cardholders get a clearer, optional label on the card itself starting September 1, 2025.
