Summary

Farther out: secure it, weatherize it, and set aside maintenance money.

The bill bars the state environmental agency from issuing a permit for a small pre-built wastewater treatment plant, called a package plant, if it would sit within 1,000 feet of a city sewer line. For package plants outside that distance, the applicant must show the agency it will secure and weatherize the plant and has money set aside for future maintenance. It touches developers and operators seeking new package plant permits on applications filed on or after September 1, 2025.
