Summary

Cities can’t require a minimum number of spaces.

The bill bars Texas cities from adopting or enforcing any rule that requires a commercial building to have a minimum number of parking spaces. It touches city governments and the owners and developers of commercial buildings finished on or after September 1, 2025. Cities can still require parking for people with disabilities, but new commercial projects would no longer have to build a city-set number of parking spaces.
