Summary

One comptroller report, due December 1, 2026. No agency cut, merged or ordered to act.

The bill orders the state comptroller to study how executive-branch agencies, boards and advisory committees are organized and run, how they make and review rules, how they use technology including artificial intelligence, and best practices to detect fraud, waste, and abuse. It touches only the comptroller's office, which must send a report with any legislative recommendations to the governor, lieutenant governor and House speaker by December 1, 2026. Nothing changes on the ground beyond that report; no agency is cut, merged or ordered to act, and the Act expires September 1, 2027.
