Summary

No air permit within five miles of a school, day care or hospital.

The bill bars the state environmental agency from issuing air permits for concrete plants that do wet batching, dry batching, or central mixing in parts of a city that have no zoning. The ban applies only when the plant would sit within five miles of a school, licensed day-care center, or hospital. It covers only permit applications filed on or after September 1, 2025, so plants that applied earlier are judged under the old rules.
